This story is so laughable it's tragic: part of the Governor's economic development strategy is that small, rural, poor communities are on their own when it comes to economic development, but if they gussy up their downtowns like Mayberry and put in sewers and affect a charming, positive attitude, companies will somehow come there.

Trying to convince 21st century companies to come to villages in a state whose leadership wants to defund culture of every sort and keep workers dumb and grateful for being underpaid, denied benefits, and tort reformed out of any meaningful redress for exploitation and injury.
