This system was created by President Bush in 2002. It was based on the Department of Interior's fire hazard scale. There were no objective criteria for determining what threat was what color, and by 2004 experts were already calling it a pretty dumbass idea. It staggered on until 2011, when it was replaced by that that tried harder to make some sense.
