How bad was North Carolina's race-based congressional redistricting plan? Even Clarence Thomas voted it down.


The NC GOP took another one on the chin today for stacking back voters in two congressional districts to make the surrounding ones dead-cert Republican wins after the 2010 Census.

The US Supreme Court applied its strict-scrutiny test, under which the State had to come up with a compelling interest the race-based lines served.

They didn't.

Raleigh Republicans redrew the lines last year and still won ten of thirteen seats with only half the vote.
