Civitas Institute is a right-wing think-tank funded by dime-store billionaire Art Pope, who also owns the North Carolina General Assembly.

After his minions there somehow failed to sufficiently suppress the vote to re-elect Governor Pat (HB2) McCrory last year, the new governor, Roy Copper, signed off on a mess of pottage the GOP supermajorities passed and called a "repeal" of HB2.

Last week he signed an executive order that substantially overlaps one McCrory signed in the first backlash against HB2, giving state employees a pass from the discrimination he signed into law for everyone else in North Carolina. Cooper's version also imposes some non-discrimination requirements on state contractors. Republicans hate that: in HB2 they even repealed non-discrimination ordinances some cities and counties had to protect military veterans.

What to do? GOP legislative leaders are denouncing the governor for "bringing back bad feelings" over the law they sponsored and rammed through in a day in a special session.

How does the legislature stop this type of activity in the future? There is only one course of political action that is foolproof – impeachment.
