It seems to be genetic: it knows no time or place

RALEIGH, N.C. -- The pardon of a Reconstruction-era governor of North Carolina impeached and removed from office was put on hold Wednesday at the Legislature because Senate Republicans aren't unified on whether to absolve him for actions stemming from his opposition to the Ku Klux Klan.
