It is a fact universally recognized that to be a United States Senator from South Carolina means gadflying all sorts of stuff at the expense of doing much of anything for your constituents. This we find that Lindsey Graham ranks 59th among senators in the last session of Congress when it comes to introducing bills. He dropped 17 in the hopper.
Senator Tim Scott, Jim DeMint's replacement thanks to Governor Nikki (Santa left me a gun!) Haley turns out to be a true Teabagger: while sitting up there for a year voting against everything and everyone, Scott introduced no bills whatever. Nada. Nuttin'.
